Which two cookies are there, and what exactly do they do?
The first remembers which language you arrived in, so that a click to another page does not put you back into Dutch. The second counts a page visit without an identifier that can be followed across visits; it therefore cannot say that you were here yesterday too.

Why do I not see a cookie banner?
Because there is nothing to ask. A banner is required as soon as something is placed that is not strictly needed to run the site and that leads back to a person. Neither cookie here does that, so the banner would ask consent for something no consent is required for — a habit that has drained the question of meaning.
If a third kind ever arrives, the banner arrives with it, and this page will say what for. That is the commitment and it is checkable: this page carries a modification date from the same source as the date in the machine-readable layer.
How do I switch them off in my own browser?
Through your browser settings, and that works here without anything going wrong. Switch everything off and you arrive in the default language every time and do not stay signed in — beyond that nothing changes about what these pages say, because the content is there without scripts too.
